Howard County initiated a study, design and build at the facility to increase plant capacity while still exceeding the MDE nitrogen goal of 8 mg/l TN.  

Extension No. 6 at the facility was to renovate and upgrade the facility to add additional carbon source to the BNR reactors, increase the internal recycle rate (IR) and also to increase the capacity of the plant.   

Upon the completion of the design, ECE was part of the Construction Management team that implemented the design documents.

ECE services are as follows:

  • Attend construction contract pre-bid and pre-construction meetings.

  • Attend weekly and monthly construction progress meetings and coordinate meetings.

  • Prepare progress reports during construction.

  • Assist the client in maintaining effective public and political relations.

  • Assist the client in the rendering of technical requirements of the Contract Documents when required.

  • Provide the construction inspection services. 

  • Make daily inspections of the civil and structural disciplines to determine if the Work is proceeding in accordance with the Contract Document. 

  • Take the appropriate steps to guard the      County against defects and deficiencies in the Work of the Contractor(s).

  • Make an oral or written report of any such observations to the client Manager.

  • Coordinate technical inspections and testing (concrete, soil compaction, etc.)

  • Advise the Client of significant deviations, defects or deficiencies in the Work.

  • Make recommendations for corrective action on non-conforming or delayed work.

The construction management and inspection was performed on six separate contracts which are listed below:

  • North Basin
  • Solid Processing Facility

  • Preliminary and Primary Treatment Improvements

  • Existing Biological Nutrient Removal Improvements

  • Laboratory Renovation

  • Plant Control System Upgrade

CONTRACT 1 – NORTH BASIN COMPLEX

  • New Blower Building
  • Reactor Process
  • Modification of Final Clarifiers 10 & 11
  • Final Clarifier 12
  • Modification of Phostrip Reactor Clarifiers
  • New Electrical 13.2 KV Substation
  • Major Process Piping Installation

CONTRACT 4 – EXISTING BIOLOGICAL NUTRIENT REMOVAL IMPROVEMENTS

  • Modify Existing Basins
  • Add Flow Meters & Control Valves
  • Install Submersible Mixers
  • Reconfigure Pumps
  • Increase Side Wall height of Four Existing Clarifiers
  • Replace Basin Equipment

CONTRACT 2 – SOLIDS PROCESSING FACILITIES

  • Replace DAF Thickener Mechanical Equipment
  • Add New DAF Thickener
  • Demolition of Basins
  • Construction of Dewatering Building Addition
  • Install two Centrifuges
  • Install Chemical Feed System
  • Install New Lime Stabilization Equipment

CONTRACT 5 – LABORATORY RENOVATION

  • Replace All Laboratory Furniture & Appurtenances
  • Install New Floors, Wall Finishes & Suspended Ceiling
  • Install New Exterior Door & Air  Lock
  • Install New Heating & Air Conditioning System
  • Replace Lobby Graphic Display Boards 
  • Remodel Women’s Restroom

CONTRACT 3 – PRELIMINARY & PRIMARY TREATMENT IMPROVEMENTS

  • Replace Bar Screen
  • Replace Raw Wastewater Pumps
  • Replace Valves
  • Construct New Auxiliary Pump Station
  • Bore & Jack 42-inch Pipe Under Existing 13.2 KV Substation
  • Construct New 1-5-ft Diameter Clarifier
  • Install New Major Process Piping

CONTRACT 6 – PLANT CONTROL SYSTEM UPGRADE

  • Expand System I/O Capacity
  • Install Additional PIU Panel
  • Provide New Ethernet Hub & Fiber Optic Communications Network
