Howard County initiated a study, design and build at the facility to increase plant capacity while still exceeding the MDE nitrogen goal of 8 mg/l TN.
Extension No. 6 at the facility was to renovate and upgrade the facility to add additional carbon source to the BNR reactors, increase the internal recycle rate (IR) and also to increase the capacity of the plant.
Upon the completion of the design, ECE was part of the Construction Management team that implemented the design documents. |

ECE services are as follows:

Attend construction contract pre-bid and pre-construction meetings.

Attend weekly and monthly construction progress meetings and coordinate meetings.

Prepare progress reports during construction.
-
Assist the client in maintaining effective public and political relations.
-
Assist the client in the rendering of technical requirements of the Contract Documents when required.

Provide the construction inspection services.
-
Make daily inspections of the civil and structural disciplines to determine if the Work is proceeding in accordance with the Contract Document.

Take the appropriate steps to guard the County against defects and deficiencies in the Work of the Contractor(s).

Make an oral or written report of any such observations to the client Manager.

Coordinate technical inspections and testing (concrete, soil compaction, etc.)

Advise the Client of significant deviations, defects or deficiencies in the Work.

Make recommendations for corrective action on non-conforming or delayed work.
