Phase I Environmental Site Assessment
For over 10 years, ECE has performed Phase I Environmental Site Assessment (ESA) in the Mid-Atlantic region. We search for the presence of Recognized Environmental Conditions (REC) that may impact or affect the value of the real estate properties during property transfer process. ECE environmental professionals review and analyze background information of the properties, perform site inspections, interview people with knowledge of site areas, review environmental records, and document findings in a report prepared for the clients.

Phase II Environmental Site Assessment
ECE performs Phase II investigation after Phase I ESA. Phase II involves a more comprehensive site investigation that may include soil boring, monitoring well installation, performing soil gas surveys, and sampling and analyzing samples from soil, groundwater, and surface water.

Oil/Water Separator Efficiency Study

In order to be in compliance with the Bay County advanced Wastewater Pretreatment (AWT) requirements, ECE performed a study to determine the efficiency of oil/water separators in treating Tyndall AFB wastewater. We performed the following activities: reviewed Bay County pretreatment Ordinance and defined required pretreatment limit, investigated and characterized the process and activities which occur at each facility, determined all sources of wastewater which discharge to oil/water separators through available MSDS data sheets and site investigations, investigated the capability of the oil/water separators, provided sufficient pre-treatment to comply with Bay County standards, evaluated and recommended oil/water separator repair or upgrades so as to remain in compliance with pretreatment standards, investigated and recommended other treatment process to replace the existing oil/water separators, and provided a cost estimate for each treatment alternatives. ECE studied the hydraulic system of the facilities on base and used the results to identify sources and components of wastewater discharging to OWS. A dye test was performed at some facilities to better understand the hydraulics of the storm sewer and wastewater systems. We reviewed the wastewater analytical results of each OWS, and compared them with Bay County advance wastewater pretreatment standards. Cost analysis of each treatment technology was evaluated to select the most cost-effective system.

Hazardous Waste Management Plan

ECE revised and updated the hazardous waste plan for the base as well as reviewed applicable Air Force instruction and federal and state regulations. We conducted site visits at each facility operating on base, interviewed facility personnel, reviewed records, inspected waste accumulation points and documented waste minimization management practices. The plan provides guidance for the management of hazardous waste by establishing procedures for proper waste accumulation, storage and transportation from point of generation to final disposition.
Technology Feasibility Study & Remediation Design
FEASIBILITY STUDIES AND REMEDIATION DESIGN
Years of practice focused around evaluation of various technologies to determine applicability, feasibility and efficiency in treating contamination at sites. Proven and merging technologies are compared to determine which would be the most cost effective, applicable and efficient at cleaning contaminated site. ECE usually develops site specific technologies while using the experience gained from similar sites when choosing applicable site-specific solutions. Our experiences include applying biological method to treat waste at different sites.

Biotreatment Pilot Study

ECE performed an environmental study to determine appropriate treatment of wastewater from the bus facility. The wastewater generated from bus washing and engine steam cleaning activities at the facility flows through a gravity Oil/water separator (OWS) prior to discharge to the combined sewer system that flows to Blue Plains Wastewater Treatment Plant (WWTP).
Due to the variability in activities performed at the facility, the OWS is marginally effective at meeting the discharge limit for oil and grease established by the District of Columbia Environmental Regulation Administration. In an effort to find a treatment system that will be effective in bringing the concentration of oil and grease to below the limit, ECE conducted a 120-day biological pilot treatment study. During the study, water samples were collected and analyzed weekly. At the conclusion of the study, ECE performed cost analysis of treatment alternatives and provided recommendations after comparing the biological treatment with the other existing technologies that were applicable to the site.
Hazardous Waste Management
ECE has conducted studies at different sites in an effort to obtain information required to prepare hazardous waste management plan. The studies involve site visits, hazardous material inventory, and interviews with facility personnel. We prepare Hazardous Waste Management Plan that outlines procedures for storage, accumulation and disposal of wastes to ensure compliance with applicable regulations at the conclusion of studies.

Spill Prevention Control and Countermeasures Plan
ECE has prepared spill prevention control and countermeasure plans for different facilities in Maryland, Virginia and Washington, DC. We apply our knowledge of the regulations to assist clients to develop a plan to prevent and/or respond promptly to spill. Facilities were visited to document oil and regulated liquid storage areas and the facilities layout.
